SB Reason
Eclipse Aerospace policy requires that major inspections and modifications be completed at an EAI Authorized Service Center. These facilities have the tooling, training, and expertise to maintain the Eclipse 500 at the highest possible standards.
The 1200 Hour/48 month inspection requires the use of flight control rigging equipment that is especially designed to assure the proper adjustment and travel of the flight controls. These tools meet the requirement of 14 CFR 43.13 & 14 CFR 145.109.
EAI has issued this Service Bulletin to raise customer awareness that service providers may be performing Aircraft Maintenance Manual (AMM) 1200 Hour/48 Month Inspections without the tooling specified by the AMM (or FAA approved equivalent tooling). Correct flight control position, travel, and rigging is imperative for the safe operation of any aircraft.
This bulletin provides a remedial solution for those operators that may have unknowingly had an inspection performed that did not include the use of the proper equipment when performing flight control adjustment/verification. This bulletin DOES NOT allow the substitution of this Service Bulletin in lieu of properly performing the 1200 Hour/48 month inspection utilizing the proper tooling.
EAI will only support this Service Bulletin for the remediation of aircraft that previously had the 1200 Hour/48 Month Inspection completed prior to May 29, 2012 by parties not listed in Section E of this bulletin. EAI will not support non-compliant inspections performed after May 29, 2012.

SB Description
The use of correct tooling (including flight control travel boards and flap position boards) specified by the AMM (reference AMM-27-00-00-071-A/B-801 Flight Controls – Adjustment/Test (Functional Check) ensures that flight controls are rigged in accordance with the established limits. A limited number of the specified flight control travel and position tools were produced and are available at Eclipse authorized service providers.
Flight control travel and flight control position tools are specified within the AMM tasks to perform a functional check of the flight control system. These tools are required for the correct Adjustment/Test of the Aileron, Rudder, and Wing flap flight controls.
SB Compliance
Eclipse Aerospace Inc. considers this to be an mandatory inspection that must be accomplished
before the next flight.
Before further flight, conduct the Functional Checks specified within AMM task
27-00-00-071-A/B-801 with the specified tools (flight control travel boards and flight control
position boards).
NOTE: Control travel and position boards other than those specified within the AMM may be used
if they have been inspected and verified by Eclipse Aerospace to be equivalent.
Aircraft having 1,200 flight hour / 48 month performed by Eclipse Service Centers or Eclipse
Authorized Service providers (list provided below) have previously been verified by Eclipse and are
considered compliant with this Service Bulletin.

Effectivity
Aircraft Serial Numbers 0001 - 0261 that have had the 1200 Hour/48 Month Inspection (reference AMM-05-20-00-081-801 Scheduled Maintenance Checks) complied with at a facility other than those listed is Section E of this bulletin. Aircraft that had the 1200 Hour/48 Month Inspection (reference AMM-05-20-00-081-801 Scheduled Maintenance Checks) complied with at one of the facilities listed in Section E of the bulletin are not effected.
Export Control
These commodities, technology or software, were exported from the United States in accordance with the Export Administration Regulations. These commodities, technology or software are intended for use only in the End User’s country. An export license from the U.S. Department of Commerce may be required before these products can be re-exported, transferred, transshipped on a non-continuous voyage, or otherwise disposed of in any other country, either in their original form or after being incorporated into an end item. Diversion of this end-item or its use contrary to any applicable U.S. government license or to U.S. law is prohibited.
