SIL Summary
This SIL provides information regarding European Commission Regulation (EC) No. 29/2009 of 16 January, 2009, requirements for data-link services in the Single European Sky.
SIL Background
Eclipse has received enquiries from customers regarding the European Union mandate for controller-pilot data-link communication (CPDLC).

This regulation applies to all flights operating as General Air Traffic (GAT) in accordance with
Instrument Flight Rules (IFR) within the airspace above Flight Level (FL) 285, in specific
European airspace Flight Information Regions (FIR) and Upper Information Regions (UIR) as
indicated in Annex I of the regulation.
The above mentioned rule was issued by the European Union to mandate the ICAO
standardized air-ground applications context management and CPDLC for the introduction of
data-link services.
The rule has two implementing steps: first step for West Europe on February 7, 2013, and
second step for East Europe on February 5, 2015. However, only the data-link services which
have been sufficiently validated at Eurocontrol level should be the subject of mandatory
introduction.
As of August 2014, beside the data-link services offered by the Eurocontrol Maastricht Upper
Information Control Center (which covers Brussels UIR, Hannover UIR, and Amsterdam FIR)
only the United Kingdom Air Traffic Control (ATC) published, in their Aeronautical Information
Publication (AIP), section GEN 1.5, procedures about CPDLC services, which is not
mandatory in their airspace. It seems that many European National Air Traffic Services
(ATS), which will provide the data-link services, will not be ready for the February 2015
implementation deadline.
EAI is working on an engineering CPDLC solution that is estimated to be available in the first
quarter of 2015, as a retrofit on Eclipse aircraft.
Suggested Operator Action
EAI is supplying this SIL to keep owners / operators informed. No action is required at this time.
